CIO of Texas Municipal Retirement System departs role, deputy CIO named successor

The Texas Municipal Retirement System (TMRS) CIO, Yup Kim, has departed from his role after two years of service.

While at TMRS, Kim managed the expansion of the fund’s private markets program. Prior to joining TMRS, Kim served as head of private equity investments at the California Public Employees’ Retirement System, as well as private market investing positions at Deutsche Bank and Performance Equity.

TMRS has appointed a new CIO, Tom Masthay, who has transitioned from deputy CIO, a role he has held since 2022. Masthay joined the public pension fund in 2015, where he served as director of private equity and director of real assets.

“While I am proud of the fund’s improved returns, what matters most was the team we built together. What a privilege it is to do something hard, with people you respect, on something that truly matters. With Tom Masthay,'s leadership, I am fully confident the fund's best years are ahead,” Kim shared in a LinkedIn post.
