Kent Custer named CIO of Illinois Police Officers’ Pension Investment Fund

Kent Custer has been chosen to fill the role of CIO of the Illinois Police Officers’ Pension Investment Fund (IPOPIF) at the board’s March 26 meeting.

Custer previously served as the CIO for the $2 billion investment trust fund at the Dallas Police and Fire Pension System (DPFP), a role he held since 2018, bringing 15 years of investment management experience to that role. Prior to joining DPFP, Custer was the CIO for the $1 billion Illinois Prepaid Tuition Trust Fund for seven years, and he also served as a senior investment officer with the Illinois Teachers’ Retirement System.

Custer received his Bachelor’s degree from Southern Illinois University and his Master’s degree from Washington University.

The IPOPIF was created by a law signed in December 2019, by Gov. J.B. Pritzker, consolidating the investment assets of 353 downstate and suburban police pension plans into one statewide investment pool. The IPOPIF is required to consolidate the investment
