Leep Utilities, an owner and operator of regulated last-mile utility networks in the United Kingdom, has appointed Stephen Bradley as CEO and Lee Kitchen as deputy CEO as part of a planned leadership transition to support the next phase of growth of the business.
Bradley — who will start as CEO on July 1, 2026 — brings extensive experience of leading U.K. utilities businesses. He has a deep understanding of last-mile networks and regulatory frameworks, as well as a strong track record of driving innovation and customer-focused solutions.
Bradley founded Icosa Water, a regulated water and wastewater business for residential and commercial developments across England and Wales, in 2016. He developed Icosa into a nationwide operator which led to the business being acquired by Last Mile Group in 2020. He continued to serve as managing director of Icosa until 2024. Prior to founding Icosa, Bradley held senior leadership roles across the sector, including at Albion Water
