A few weeks before he was holding hands with President Donald Trump on the steps of the White House, French President Emmanuel Macron gave a speech signaling that Americans weren’t the only people with whom France was seeking a new “entente cordiale.”

Speaking to European politicians in March, former investment banker Macron hinted at the need for Europe’s governments to have a closer relationship with the financial sector if climate change targets were going to be met.

“It is more than $900 billion in low-carbon investment that our planet needs every year from here to 2030,” said Macron in his keynote speech to the European Commission’s High Level Conference on Sustainable Finance in Brussels. “If we want to build a green and sustainable European economy, we need a more integrated European capital economy, relying on real long-term European investors who can invest in infrastructure and green transition projects.”
