SDCERS launches RFP for general investment consultant

The $8 billion San Diego City Employees’ Retirement System (SDCERS) is searching for a general investment consultant to provide non-discretionary, general investment consulting advice and services, according to an RFP issued on Aug. 19.

The consultant would be responsible for overseeing the pension fund’s investment policy and asset allocation, conducting investment manager search, selection and reviews, and performance monitoring and reporting, in addition to a variety of other tasks.

As of June 30, SDCERS had a 13.8 percent allocation to private equity and infrastructure, with a target of 11 percent.

SDCERS is looking for someone with at least three public defined benefit plan clients, each with total assets of at least $5 billion. The applicant also must have a minimum of 10 years of experience.

The current consultant is Aon Hewitt Investment Consulting, which has worked with SDCERS since 2010. SDCERS issued the RFP as part of a policy to elicit contracts every five years. The pension system said Aon is allowed to rebid.
