After leading the Oklahoma Teachers’ Retirement System (TRS) since 2014, executive director Thomas Spencer is stepping down from his role on July 1.
Prior to joining Oklahoma TRS, Spencer served as executive director of the Oklahoma Public Employees Retirement System (OPERS) from 2003 to 2014.
In 2014, the boards of trustees of the state’s two largest public pension systems approved a temporary agreement to share the services of Spencer, who was then executive director of OPERS. Under the agreement, Spencer was also expected to serve as interim director of the Oklahoma Teachers’ Retirement System while they undertook a national search for a permanent director. Under the four-month agreement, Spencer was to spend 50 percent to 80 percent of his time at Oklahoma TRS. That year, he took up a permanent role at Oklahoma TRS, leaving OPERS after 11 years with the fund.
Previously, Spencer served as general counsel for Oklahoma Gov. Brad Henry and was the deputy
