Nation’s first CBD Tolling Program moves forward in New York City

The first congestion-pricing program in the United States is expected to take effect in New York City after a public review period that ended June 12.

The Central Business District (CBD) Tolling Program would be the first of its kind in the United States. Vehicles that enter or remain in Manhattan’s CBD would be tolled through an E-ZPass to try to traffic congestion in the area.

Before the pandemic, 700,000 vehicles entered the CBD each day — more than 255 million vehicles each year, according to the Metropolitan Transportation Authority (MTA), North America's largest transportation network. Average traffic speeds were only 7 mph in the CBD, and even slower in Midtown. Although traffic dropped to 10 percent of normal levels in 2020, it has rebounded nearly to pre-COVID-19 levels.
