The Honolulu Authority for Rapid Transit (HART) has postponed a public-private partnership (P3) contract for a rail-transit project in Honolulu for the sixth time in the past year, according to InfraPPP.
The delay has come from a lack of agreement on project outcomes and selected bidder between the city and Rail Authority.
The $9 billion Honolulu Rail Transit Project (HRTP) will involve development of an elevated rail system running from East Kapolei to Ala Moana Center. Concessionaires will handle the design, construction and financing of the project. The transit system will include 21 stations.
Two unknown companies have submitted bids for the project.
