Chinese P3 project awarded to preferred bidder

by Kali Persall

China’s Shenzhen Municipal Government has awarded the tender for a $700 million public-private partnership (P3) project in China, according to InfraPPP.

MTR Consulting and China Railway Electrification Bureau (EEB) emerged as the preferred bidders for the 22.4-kilometer (13.9-mile) Shenzhen Metro Line 13 project, which involves track laying, rolling stock and electrical and mechanical systems. Line 13 includes 16 stations extending from south to north in central Shenzhen.

The project will be headed by a joint venture company in which MTR Consulting and EEB will hold an interest of 83 percent and 15 percent, respectively. A subsidiary of Shenzhen Municipal Government will hold a 2 percent stake in the JV.

An agreement will be signed for the investment and construction of the project, as well as operation of Line 13 for a term of 30 years after completion.

The line is expected to commence service in 2023.
